ELECTRONIC GADGET is an item that you will need to go further in the game.
you can find it by head to the room in between the operations room and records room in the west wing of the raccoon police station. There you will find your electronic gadget.
 
“TO USE THE ELECTRONIC GADGET YOU WILL NEED THE BATTERY THAT CAN BE FOUND IN THE S.T.A.R.S”
